Personen van buitenlandse herkomst zijn achtergesteld op belangrijke domeinen zoals tewerkstelling, onderwijs en huisvesting. Betekent dit dat zij ook met een hoger armoederisico worden geconfronteerd? In hun boek gaan de auteurs na of er sprake is van een ongelijke spreiding van het armoederisico volgens herkomst en hoe die er uitziet in België. De onderzoekspopulatie bestond uit Turken, Marokkanen en Italianen, groepen die al meer generaties in België wonen en waarbij men dus kon nagaan of er sprake is van intergenerationele armoede, zoals dat ook het geval is bij autochtone armen. Blijkt: ongeveer de helft van hen is inkomensarm. De onderzoekers beperken zich niet tot kwantitatieve gegevens, maar gaan via een beperkt kwalitatief onderzoek dieper in op de oorzaken, vormen en mechanismen van armoede bij allochtonen. Op die manier verneemt de lezer meer over de feitelijke beleving van die armoede, de overlevingsstrategieën, de verschillen tussen mannen en vrouwen etc. Maar wat schuilt achter die cijfers? Meer inzicht in de specificiteit én gemeenschappelijkheid van armoedeprocessen en -situaties bij personen van Belgische herkomst en van buitenlandse herkomst is noodzakelijk. Groepsgesprekken met bevoorrechte waarnemers en interviews met personen van Marokkaanse, Turkse en Italiaanse herkomst die in armoede leven, onthullen de leef- en ervaringswereld van deze personen. Hoe ervaren zij de kloof tussen doelen en middelen en welke overlevingsstrategieën ontwikkelen zij? Het verschil in ervaringswereld van meerdere generaties komt in beeld alsook de rol van de migrantengemeenschap in het 'vooruitgaan' van de respondenten. Hoewel er wel degelijk sprake is van occassionele hulp aan personen die in armoede leven, blijkt die niet te volstaan als effectieve armoedebestrijding. Het opzet van dit boek is een selectie te brengen van enkele belangwekkende essays van voor- en tegenstanders van de multiculturele samenleving die tussen 1999 en 2001 in kranten en tijdschriften zijn verschenen. De bijdragen zijn gegroepeerd rond vier grote thema's. Veruit de meeste bijdragen zijn ondergebracht onder het eerste thema: integratie. Daarbij staan ook de essays die de problemen van het racisme aankaarten, de islam in het integratiedebat plaatsen, of het burgerschapsconcept vanuit een integratieperspectief belichten. Ook de discussie over de wenselijkheid überhaupt van integratie is in dit eerste thematische deel ondergebracht. De andere probleemvelden die de resterende bijdragen groeperen zijn etniciteit en criminaliteit, migrantenstemrecht en het debat over het cordon sanitaire.

In een eerste deel wordt nagegaan hoe allochtonen te Brussel aankijken tegen concentratiescholen, wat Turkse en Marokkaanseouders denken over lessen moedertaal voor hun kinderen en of cultuurmenging bij kinderen verwarring sticht of rechtlijnigheid bevordert. De delen twee en drie staan stil bij het onderwijs eigen taal en cultuur respectievelijk in Vlaanderen en Brussel. De auteurs, meestal praktijkmensen, vertellen over wat het OETC eigenlijk moet zijn, hoe met het Nederlands, met het interculturalisme en met de ouders wordt omgegaan. In een laatste hoofdstuk evalueert Johan Leman de toepassing van de non-discriminatieverklaring en schetst hij de positieve bijdrage van het OETC binnen dit kader.
